Mobile search did not just shrink the same results page onto a smaller screen. It changed what people saw first, how far they had to scroll, how much a nearby address mattered, and where their clicks ended up. The shift explains a lot of the mobile search traffic patterns marketing leads see today, where a page can hold steady on rankings and still lose visits, or gain them, once you split the numbers by device. Here is the verdict up front: the evidence strongly supports that mobile changed which results get seen and how clicks get spread across the page. It does not support one universal rule that mobile always lowers organic click-through rate. The real picture depends on position, on what else is crowding the page, and on the query itself.
What "Mobile Overtakes Desktop" Actually Measured
You will see the claim that mobile search overtakes desktop treated as one clean milestone. It is really two separate measurements, taken a year apart, and mixing them up leads to sloppy claims.
The first is a Google search-volume statement. In October 2015, TechCrunch reported that Google's search chief said more Google searches had happened on mobile than on desktop for the first time that summer. That statement was specific to devices with screens smaller than six inches, so it left out a lot of tablets, and it was about search volume, not about how much traffic any particular website received.
The second is a web-usage measurement, and it is a different thing entirely. StatCounter reported in November 2016 that mobile and tablet devices accounted for 51.3% of worldwide internet usage in October of that year, against 48.7% for desktop, based on more than 15 billion page views a month across over 2.5 million sites. That measured page views across the whole internet, not Google search queries. And it was a worldwide figure. At that same point, desktop still accounted for 58% of internet usage in the United States and 55.6% in the United Kingdom, so a global crossover did not mean every market had crossed over.
Neither number tells you what happened to your own site. What they tell you is that the ground shifted under organic traffic in two ways at once: more searches were happening on a small screen, and more browsing generally was happening on mobile devices. A site could hold its keyword rankings steady and still see its traffic mix change, because the same ranking position on a phone does not behave like the same position on a desktop.
How Google Changed the Mobile Search System
The mobile shift was not only about what searchers did. Google adjusted how it ranked and indexed pages to match.
In February 2015, Google's Search Central team announced that starting April 21 of that year, mobile-friendliness would expand as a ranking signal for mobile searches, in every language, worldwide. Google said the change would have a significant effect on search results, and the stated goal was to make it easier for people to find results that actually worked on their device.
The bigger structural change came later, with mobile-first indexing. Google's current documentation says it uses the mobile version of a page, crawled with a smartphone user agent, to index and rank that page. In March 2020, Google said 70% of sites already showing in its results had moved to mobile-first indexing, and it planned to move the rest of the web starting that September. This is where mobile stopped being just a rendering concern and became the version of your content that Google actually reads.
That has a very practical consequence. If a mobile page carries less content than its desktop version, the mobile version can become the one that decides what Google understands about that page, and what it ranks it for. Google is direct about this: thinner mobile content can cost you traffic, which is exactly the risk you take on any time you update a page without checking both versions. Its own guidance is to keep the same primary content on both versions, match the titles, meta descriptions, headings, structured data, images, and links, and never hide primary content behind an interaction that its crawler cannot trigger, like a tap or a swipe.
What Users Actually Do Differently on a Mobile SERP
The clearest direct evidence on mobile serp click behavior comes from a 2016 eye-tracking study by Mediative, later summarized by Moz. Researchers tracked 49 people completing 41 Google search tasks on an iPhone 5, using an eye tracker to record what they looked at, how quickly, and what they clicked.
A few findings stand out. The number-one organic result still pulled the most clicks overall, but it took 87% longer for people to see it first on mobile than on desktop, because it usually sat below the fold. Only 7.4% of clicks landed below the fourth organic listing on mobile, compared with 16% on desktop, and just under two thirds of tasks even involved scrolling down. On pages that mixed organic results with other elements, the top organic listing got almost 22% fewer clicks on mobile than it did on desktop, and the knowledge graph picked up 11% more clicks on mobile.
None of that means mobile simply pushes clicks away from organic results. It means mobile compresses the space people actually look at before they decide. A result lower on the page competes worse if the person never scrolls to it, while whatever sits near the top, organic or not, can absorb a larger share of the attention.
That compression also depends heavily on what else is on the page. When the study looked only at mobile pages made up entirely of organic listings, 99% of participants looked at the top result, and 40% of clicks went to it, both higher than the equivalent desktop numbers. Add paid ads, a knowledge panel, or a local pack, and those same numbers drop: only 78.5% of people even looked at the top organic result, and its click share fell to 33.2%. Mobile does not have one fixed effect on organic visibility. It has an effect that gets stronger or weaker depending on how crowded the page already is.
Why Mobile and Desktop Rankings Diverged
A separate problem shows up once you look at rankings directly instead of clicks. BrightEdge published research in August 2017 finding that 79% of searches returned different results on mobile than on desktop that June, and that 47% of keywords ranking somewhere in positions one through 20 ranked differently depending on the device. The page that ranked first for a given keyword differed between mobile and desktop about 23% of the time on average, and that gap ranged from 14% to 35% depending on the industry.
That research is dated now and should be read as a signal of the pattern rather than a current benchmark, and BrightEdge's framing of "two separate indexes" is not the language Google itself uses. Desktop led at the top three positions and again at position ten. Mobile led everywhere in between. That is not a pattern that supports "mobile is worse for CTR" or "mobile is better for CTR." It supports the idea that device changes the shape of the curve, not just its height, and that shape depends on the sample.

An eye-tracking study like Mediative's measures attention and clicks during a small number of controlled tasks, not the messy reality of millions of everyday searches. A large clickstream study like SEOClarity's measures real impressions and clicks at scale, but averages across many industries, query types, and SERP layouts, which can blur what is actually happening for your specific query set. A result can sit in the same numbered position and still occupy a different physical spot on the page, once you account for local packs, ads, or a knowledge panel sitting above it. The honest position is to treat measured CTR differences as evidence worth watching by position and query type, not as a fixed number you can apply to every keyword you own.
Why Local Packs Matter More on Mobile
Mobile devices are far more likely to know exactly where the person searching is standing, which makes location-based results more useful for anything with local intent: restaurants, services, stores, directions. That is not true of every search, and it would be a mistake to treat every mobile query as a local one. But for the queries where it applies, the effect is measurable.
The same Mediative eye-tracking study found that map and local listings received 47% more clicks when they appeared above the organic results, and the mobile SERP it tested showed three local listings in that block. That has a practical implication worth sitting with: a business can win real visibility through a strong local presence without ever holding the top position in the traditional organic results, and where that local block sits on the page, above the organic listings or below them, changes how much of that visibility it actually captures. Ranking first in a local pack and ranking first in an organic report are two different wins, and treating them as the same thing understates what local visibility is actually doing for a business.
What Zero-Click Behavior Adds to the Picture
A related piece of the puzzle is what happens to searches that never produce a click at all. SparkToro and Datos published a 2024 study using clickstream data from September 2022 through May 2024, covering tens of millions of desktop and mobile users. For 2024, it found that 58.5% of Google searches in the United States and 59.7% in the European Union ended with no click on any result. Open-web clicks worked out to 360 per 1,000 US searches and 374 per 1,000 EU searches.
Zero-click is not automatically a failed search. It can mean the person found their answer directly on the results page, but it can also mean they gave up or tried a different search instead, and the study cannot tell those apart. What it does add to the mobile picture is a session-level detail: close to half of mobile searches in both the US and EU ended the browsing session entirely, more than double the rate for desktop, while mobile clicks per search were actually rising over the period studied, even as desktop clicks per search stayed flat. That combination, more sessions ending outright but clicks per search trending up, is a reminder that no-click behavior and organic click behavior are measuring two different things, and neither one on its own tells the full mobile search traffic patterns story.
The Verdict and What to Measure Differently
Grading the overall claim: strongly supported that mobile changed SERP visibility, page composition, and how clicks get distributed. Mixed, not confirmed, on the idea that mobile carries one universal CTR penalty across every position and query.
The throughline worth keeping is that mobile changed the unit of competition. A page used to compete with other blue links on a desktop screen. Now it competes with a limited visible area, whatever local or paid elements sit above it, a knowledge panel that might answer the question outright, and whether the person bothers to scroll at all. That is a genuinely different game, not a shrunk version of the old one.
What that means for how you measure things: stop relying on a blended, all-device average and start segmenting by device, position, query intent, and what else was on that particular SERP. Compare mobile performance in Search Console against desktop directly rather than assuming one report speaks for both. Track local visibility as its own line item instead of folding it into your organic numbers, since a strong local pack result and a strong organic ranking are answering different questions about where you actually stand. None of that requires guessing. It requires looking at the device split you probably already have access to and treating it as the real story instead of noise around a combined number.
